REGGIE GAFFNEY

Reggie Gaffney is a dedicated public servant and healthcare advocate who has spent over three decades championing Jacksonville’s most vulnerable populations. Guided by faith and a deep sense of civic duty, Reggie has built a career defined by tangible results and compassionate leadership. In 1993, Reggie founded Community Rehabilitation Center, Inc. (CRC) to provide a lifeline for those battling mental illness, substance abuse, and HIV/AIDS. As CEO, he has transformed CRC into a vital community pillar, managing a $3 million budget and a dedicated staff of 60. His work provides integrated behavioral health, social services, and economic development opportunities where they are needed most.​​

Beyond healthcare, Reggie is a proven job creator. Over the past 33 years, his Northside
businesses, including CRC and a local transportation company, have:

•  Generated 600+ jobs for local residents.

•  Contributed over $100 million in economic impact to the community.

 

A proud Florida A&M University alumnus, Reggie’s extensive legislative and executive
experience includes:

 

•  Jacksonville City Council (District 7, 2015–2022): Served two impactful terms, where he secured critical infrastructure upgrades and pioneered reentry programs to help formerly incarcerated citizens successfully reintegrate into society.

• Executive Appointments: Recognized for his leadership by both Mayors and Governors,
  Reggie served as Chairman of the Jacksonville Port Authority (JAXPORT) and was a
  member of Senator Marco Rubio’s Academy Nomination Board.​

• Civic Engagement: An active voice in the Jacksonville Chamber and various educational
  boards, he remains a steadfast advocate for special needs populations.

Reggie is returning to his roots. Having spent the first 20 years of his life in District 10, he is
honored to run for office in the community that shaped him. His platform is built on turning
challenges into opportunities for a prosperous and thriving district:

 

• Economic Growth: Increasing revenue for the Soutel Community Redevelopment Area  (CRA) to stimulate local business.

 

• Infrastructure Excellence: Prioritizing the repair and modernization of streets, sidewalks, traffic lights, and signage throughout the district.

• Public Safety through Opportunity: Partnering with the JSO to reduce crime by funding legislation focused on employment, job training, and workforce development.
